Equipment & Weapons:

Shocker's primary weapons are a pair of "vibro-shock units". These units act much like a compressed air gun creating high-pressure air blasts resulting in a rapid series of impacts. These blast cause destructive vibrations that can crumble solid concrete and cause extensive damage to organic tissue.
Shocker's uniform is a heavily-cushioned outfit design to protect the wearer from the feedback of the vibro-shock units. It contains its own power unit and has a continual vibrational shield that can deflect blows, bullets, and Spider-Man's webbing.

Origin:

Herman Schultz was a failed burglar. During a stint in prison, he went to work trying to develop a tool that could crack any safe. His prototype vibration unit shook the door of his cell open allowing him to escape, but the feedback nearly killed him. Once free, he designed a foam-lined uniform to absorb the vibrational feedback. He mounted the vibro-shock units on his wrists, and the Shocker was born.

Appearances:

In Amazing Spider-Man #151, The Shocker creates a series of blackouts to literally spell out his name in the blacked out blocks. After Spider-Man confronts him in the sewers, he alludes to a greater "master plan" and leaves Spider-Man buried in rubble and up to his neck in runoff.

Continuing the storyline in Amazing Spider-Man #152, Shocker attempts to extort one million dollar from New York City by threatening ot blackout the whole city if he isn't paid. Spider-Man tracks him down and faces off for a re-match from last issue in one of the city's power plants.
