The Disruptor (and his flunkies) used fairly conventional weapons like tear gas and handguns. The Disruptor also carried a device which allowed him to power up and control his minion Smasher.

Origin:

Richard Raleigh ran for mayor of New York on a strong "anti-crime" platform. He created and used his Disruptor persona to attack and terrorize his own campaign in order to make it seem like his campaign had organized crime running scared.
