In his original appearance, the Chameleon is in the middle of a plot to steal some defense plans and sell them behind the "iron curtain". Deciding that Spider-Man would make the perfect fall guy, the Chameleon disguises himself as Spider-Man while setting the real Spider-Man up to be in position to take the rap for the theft. Spider-Man manages to elude the authorities and captures the Chameleon just before he boards a Soviet submarine.
