The Big Wheel drives a giant vehicle consisting of a giant spinning wheel - it generally looks like a ferris wheel. This 'big wheel' is equipped with molybdenum steel treads that allows the driver to run over obstacles like parked cars. It is armed with side-mounted machine guns, and two grappling arms. The spinning big wheel provides its driver acts as armor and protection to the driver against missiles, and the big wheel is capable defying gravity - literally driving up walls.

Origin:

Jackson Weele was a small-time embezzler who hired the Rocket Racer to steal the evidence being used against him. When the Rocket Racer used that evidence to blackmail Jackson Weele for additional money. Desperate, Jackson Weele hired the Tinkerer to provide with the equipment to chase down and finish off the Rocket Racer once and for all!
